Bharath takes the oath. His first decision shocks everyone. He appoints a young, efficient IAS officer (an antagonist initially) as his secretary and immediately starts reviewing every pending file. The real story emerges: his father was a good man but was betrayed by his colleagues, which caused the family rift.

Bharath explains his philosophy: “A leader must create a system, not a dynasty. If I become CM again, people will vote for me, not for the change. I have laid the foundation. Now the people must take ownership.” The film ends with Bharath and Vasumathi walking away from politics. They hire a professional assassin to bomb the CM’s vehicle during a rally. However, Bharath’s loyal driver spots the bomb and sacrifices himself, pushing the CM out of the car at the last second. Bharath survives but is badly injured. Bharath declares a revolutionary White Paper on government

However, the party’s high command and the public pressure force them to look at the CM’s only son: Bharath. Bharath returns to India for his father’s funeral. Reluctantly, he agrees to become the next Chief Minister, but on one condition — he will run the government as he sees fit, not as the party dictates.

Suddenly, tragedy strikes. The Chief Minister dies of a heart attack. Political chaos erupts. The ruling party, led by a cunning senior politician named Varadarajulu (Rao Ramesh), plans to install a puppet CM to serve their corrupt interests.
